Performance Max: when it works, and when it wastes budget

Performance Max can be the most efficient campaign in an account, or the one that buys conversions you would have had anyway. The difference is almost always in the inputs and the guardrails, not the campaign type.

Where it quietly leaks
  • Form fills and page views counted as wins
  • Branded searches claimed as new sales
  • Small budgets spread across every channel

The quick answerCopy

Performance Max works when Google is given accurate conversion data, enough of it, and good creative and product feeds to work with. It wastes budget when it optimises to cheap or fake conversions, claims branded searches you'd win anyway, or runs on a budget too small for the channels it covers.

  • PMax is only as good as the conversion data you feed it. Junk goals produce junk results.
  • It suits e-commerce with clean feeds and lead generation that imports qualified outcomes.
  • Use brand exclusions and the search terms reports to check it isn't just buying your own name.
  • Judge it on total account results and tests, not on the conversions PMax reports for itself.
  • Controls and reports change often; check Google Ads' current documentation before you plan.
01

What is Performance Max?

Performance Max is a Google Ads campaign type that runs one budget across Search, Shopping, YouTube, Display, Discover, Gmail and Maps. You supply goals, assets, audience signals and feeds; Google's automated bidding decides where and when to show ads.

Instead of choosing keywords and placements, you give the campaign asset groups: headlines, descriptions, images, videos and, for retailers, a Merchant Center feed. You can add audience signals and search themes, but these are hints to the system rather than strict targeting.

The trade-off is control for reach. Google can find buyers in places a manual campaign wouldn't reach, but it decides how to split spend between channels, and it will chase whatever you have told it counts as a conversion.

02

When does Performance Max work well?

When the account has accurate conversion tracking, a steady flow of conversions, values that reflect real business outcomes, and good assets for every channel. Online retailers with healthy product feeds are usually the clearest fit.

An online store selling home décor across India, with purchase values flowing into Google Ads and a feed that has correct prices, stock and images, gives PMax everything it needs. The system can learn which products, audiences and placements produce revenue, not just clicks.

Lead-generation businesses can do well too, but only when the conversion goal is a qualified outcome rather than a raw form fill. That means importing CRM stages, such as qualified lead or closed deal, so the system can tell good enquiries from spam.

  • Conversion tracking verified and firing once per real action
  • Conversion values that reflect revenue or lead quality
  • Enough budget to let several channels run, not just one
  • Image and video assets made for each format
  • A product feed or landing pages that are accurate and fast
03

When does Performance Max quietly waste budget?

When it is optimising to the wrong signal. If page views, button clicks or unfiltered form fills count as conversions, PMax finds the cheapest way to produce them, which often means low-quality display placements and spam submissions.

A common pattern on audits: a service business sets “Contact form submitted” as its goal, PMax reports a low cost per lead, and the sales team says most leads are junk. The campaign is doing exactly what it was told. The goal is the problem, not the algorithm.

Budget is the other trap. Spread a small daily budget across seven channels and none of them gets enough data to learn. If your budget is tight, a well-built Search campaign is usually the safer starting point, with PMax added once tracking and volume are proven.

04

Is Performance Max just buying your own brand searches?

It can be. PMax can bid on searches for your brand name, which are cheap and convert well, then report those sales as its own. Brand exclusions and a look at the search terms reporting tell you how much of its success is really yours already.

Branded searchers were often going to find you through the organic result anyway. When PMax captures them, its reported cost per acquisition looks excellent, while the true new business it brings may be much smaller.

Apply brand exclusions to PMax and run brand search in its own campaign, where you can see and control it. Then compare total account results, not just the PMax line, before and after the change.

05

Which controls and reports should you use?

Use every guardrail available: negative keywords, brand exclusions, URL exclusions or final URL expansion settings, placement exclusions, and the channel, search term and asset reports. Google has added several of these recently, and the list keeps changing.

Early versions of PMax were close to a black box. Google has since added campaign-level negative keywords, search terms reporting and channel-level performance views, among other changes. Exact limits and availability vary by account and change often, so check the current Google Ads documentation rather than relying on older guides.

Final URL expansion lets Google send traffic to any page on your site, including blog posts and careers pages. Either switch it off or exclude pages that can't convert. Exclude placements in apps and sites that don't suit your brand at account level.

06

How do you test whether Performance Max is adding value?

Measure the whole account, not the campaign's own numbers. Run a controlled experiment where possible, or compare total conversions, revenue and branded search before and after launching or pausing PMax over a comparable period.

Every campaign claims credit generously. The question is whether the account as a whole produces more qualified leads or revenue for the money. If total results barely move while PMax reports lots of conversions, it is mostly relabelling demand you already had.

Give any test at least several weeks, avoid changing bids and budgets during it, and note seasonal events such as Diwali or Black Friday that can distort the comparison. For lead generation, judge the result on cost per qualified lead from your CRM, not cost per form fill.

07

Is Performance Max right for your account?

It suits accounts with clean data and enough volume; it struggles where goals are vague or budgets are thin.

Conversion volumeSteady conversions every weekA handful a month

08

What are the common mistakes?

01Counting micro-actions as conversions

Set only real business outcomes as primary goals. Keep scroll depth, clicks and page views as secondary, observation-only actions.

02Letting final URL expansion run unchecked

Traffic lands on blog posts and job pages that can't convert. Turn expansion off or exclude non-commercial URLs.

03Changing settings every few days

Each major change restarts learning. Make deliberate changes, then give them a couple of weeks before judging.

04Running PMax with no exclusions

Add brand exclusions, negative keywords and placement exclusions from day one, and review them monthly.

09

Questions people ask

How long does Performance Max take to learn?

Google describes a learning period after launch and after major changes, usually a matter of weeks. Judge the campaign on a full month or more of data, and avoid big edits while it settles.

Can Performance Max replace my Search campaigns?

For some retailers it carries most of the account, but most advertisers still benefit from separate Search campaigns for brand and high-intent terms, where they can see and control queries directly.

What is the minimum budget for Performance Max?

Google doesn't set a useful minimum, but the campaign needs enough budget to generate regular conversions across channels. If your budget only supports a few clicks a day, start with tightly targeted Search and add PMax later.

Does Performance Max work for B2B lead generation?

It can, if you import offline conversions so it bids toward qualified leads or opportunities. Without that, it tends to find cheap form fills that sales teams reject.

Why are my Performance Max ads showing on irrelevant sites?

Display and video inventory includes many apps and sites. Use account-level placement exclusions, review placement reports where available, and make sure your conversion goal isn't rewarding cheap, low-quality clicks.
