WhatsApp marketing done right: opt-in, templates and safe numbers
WhatsApp is the most direct line to customers in India and many other markets, which is exactly why Meta polices it closely. Here are the rules that decide whether your messages land, and whether your number survives.

The quick answerCopy
WhatsApp marketing needs three things: clear opt-in from each person, approved message templates for anything sent outside the 24-hour customer service window, and a quality rating kept healthy by sending only what people want. Bulk tools and bought lists are the fastest route to a banned number.
Use the WhatsApp Business Platform for marketing at scale, not the app or unofficial bulk-send tools.
Opt-in must be clear and specific to WhatsApp, and opt-outs must be honoured promptly.
Outside the 24-hour window, you can only send pre-approved message templates.
Blocks and reports lower your quality rating, which can cut sending limits or pause templates.
Pricing and template rules change often. Check Meta's current policy before every campaign.
01
Which WhatsApp tool should a business use for marketing?
Use the WhatsApp Business app for one-to-one conversations and small lists, and the WhatsApp Business Platform for marketing at any real scale. Unofficial bulk-sending tools and modified WhatsApp apps break WhatsApp's terms and put your number at risk.
The free app works well for a shop or clinic that mostly replies to customers. Its broadcast feature only reaches people who have saved your number, which acts as a natural brake on spam. Once you need automation, CRM integration or messages to thousands of opted-in customers, you need the Platform.
The Platform is accessed through Meta's Cloud API, usually via a Business Solution Provider that gives you a dashboard. You get a verified business profile, message templates, sending analytics and the ability to automate replies, at a per-message cost.
02
What counts as valid opt-in for WhatsApp marketing?
The person must actively agree to receive messages from your business on WhatsApp, and know what kind of messages to expect. A pre-ticked box, a phone number collected for delivery, or a bought list does not count.
WhatsApp's Business Messaging Policy requires opt-in before you message someone, and expects you to state clearly that they are agreeing to messages from your business over WhatsApp. Good places to collect it are checkout pages, enquiry forms, in-store QR codes and the WhatsApp chat itself, as long as the wording is explicit.
Keep a record of when and how each person opted in. Data-protection laws such as India's Digital Personal Data Protection Act and the UK and EU GDPR also expect consent to be clear and provable. Take legal advice if you operate across several countries.

What is the 24-hour window, and when do you need templates?
When a customer messages you, a 24-hour customer service window opens and you can reply freely. Outside that window, you can only start a conversation with a message template that Meta has approved.
Each new message from the customer resets the window. Inside it, you can send any relevant reply, including images, documents and product links. This is where most support and sales conversations should happen, and service replies are generally not charged.
To contact someone who hasn't messaged recently, such as a cart reminder, an appointment confirmation or a festive offer, you need a template. Templates are submitted for review, can include variables such as name or order number, and can carry buttons for quick replies or links.

Templates fall into three main categories: marketing, utility and authentication. Marketing covers promotions and offers; utility covers updates about an existing order or account; authentication covers one-time passcodes. Each is priced differently.
Categorise honestly. A “Your order has shipped” message is utility. “Your order has shipped, and here's an offer on your next purchase” is marketing, because promotional content changes the category. Meta reviews templates and can recategorise them if the content doesn't match.
Since mid-2025, Meta charges per delivered template message rather than per conversation, with rates that vary by category and country. Utility templates sent inside an open service window are generally free. These rules have changed several times, so check Meta's current pricing page before you budget.
05
What gets a WhatsApp business number restricted or banned?
Users blocking or reporting you. Every block and report feeds your quality rating, and a falling rating can reduce your sending limits, pause templates or, in serious cases, restrict the number. Unsolicited messages are the usual cause.
The Platform shows a quality rating for your number and for individual templates. Watch both weekly. If a template's quality drops, stop sending it and work out why: wrong audience, too frequent, or content that feels irrelevant.
Messaging limits also cap how many unique people you can start conversations with in a rolling period. They rise as you send good-quality messages over time. Trying to bypass them with extra numbers or unofficial tools is exactly the behaviour WhatsApp looks for.
06
How often can you send marketing messages on WhatsApp?
Less often than you can send email. WhatsApp sits next to messages from family and friends, so every marketing message has to be worth the interruption. For most businesses, a few well-targeted messages a month is the ceiling, not the floor.
Meta also limits how many marketing templates a person receives from businesses overall, so some messages may not be delivered if a customer has had many recently. That's another reason to send fewer, better messages to people who are likely to care.
Segment before you send. A jewellery store in Jaipur should send a bridal collection launch to people who enquired about bridal pieces, not to every customer. Relevance protects your quality rating more than any timing trick.
07
How do you set up WhatsApp marketing that stays compliant?
1Choose the right accessSet up the WhatsApp Business Platform through Meta's Cloud API or a Business Solution Provider, and complete business verification in Meta Business Manager.
2Collect opt-in properlyAdd explicit WhatsApp consent wording to forms, checkout and QR codes, and store the date, source and wording for each contact.
3Write templates by categoryDraft separate marketing and utility templates, keep promotional content out of utility messages, and submit them for review.
4Segment your listGroup contacts by interest, purchase history or enquiry type, so each campaign goes only to people likely to want it.
5Make opting out easyInclude an opt-out instruction or button in marketing messages, and remove anyone who asks straight away.
6Monitor quality weeklyCheck number and template quality ratings, delivery and block rates, and pause any template whose quality slips.
08
What are the common mistakes?
01Using bulk-sender software
Unofficial tools and modified apps break WhatsApp's terms and are a common cause of permanent bans. Use the official Platform.
02Messaging bought or scraped numbers
No opt-in means high block rates, a falling quality rating and possible legal exposure under data-protection law.
03Hiding promotions in utility templates
Meta can recategorise or reject them, and customers notice. Keep offers in marketing templates.
04Sending everything to everyone
Untargeted blasts drive blocks. Segment by interest and purchase history before every campaign.

Questions people ask
Can I message customers who gave me their number for delivery?
Not for marketing unless they also agreed to receive WhatsApp messages from you. You can usually send utility messages about their order, but promotional content needs separate, clear opt-in.
How much does WhatsApp marketing cost?
On the Platform, Meta charges per delivered template message, with different rates for marketing, utility and authentication, and by country. Providers may add their own fees. Rates change, so check Meta's pricing page and your provider's price list.
Do Click-to-WhatsApp ads count as opt-in?
When someone taps the ad and messages you, a conversation opens and you can reply within the service window. For ongoing marketing after that, ask for explicit permission in the chat and record it.
Can I use my personal WhatsApp number for the business?
You can move a personal number to the Business app, but mixing family chats with customers gets messy. Meta now lets some Business app numbers connect to the Platform as well, but support varies by provider and country. A dedicated business number is usually simpler.
What should a marketing message include?
Your business name, a specific reason to read it, one clear action such as a button or link, and a way to opt out. Keep it short; long promotional messages are more likely to be blocked.
